I would refer Your Lordship to Sir Cecil Clementi's despatch No.395 of 6th September, 1929, and to paragraph 12 of his despatch No.420 of 26th September, 1929, as well as to para- graph 2 of Your Lordship's despatch No.326 of 17th December, 1929, which, subject to certain exceptions, conveyed Your Lordship's approval of the Estimates of Expenditure for 1930.
